The Office of Utilities Regulation (OUR) invites bids to conduct a survey on Regulating Utility Services Jamaica - An OUR Consumer Survey. The survey will assess the impact of the OUR on the quality of service delivered to consumers by the regulated utilities.

Eligibility: Local bidders must be in possession of a valid TCC at the time of the bid submission; and Foreign bidders, while not required to be in possession of the TCC at the time of the bid submission, must provide a valid TCC at the time of the contract signing.

The full Term of Reference (TOR) can be collected from the Receptionist at the OUR as of November 14, 2008 between 8:30am and 4:30pm. The document is also available on the OUR's website at www.our.org.jm.

The deadline for submissions is 3:00pm EST on December 8, 2008. Bids are to be submitted in separate sealed plain envelopes for Execution of Work Programme and Financial Terms, and addressed to: "Regulating Utility Services in Jamaica - An OUR Survey, Office of Utilities Regulation, 3rd Floor PCJ Resource Centre, 36 Trafalgar Road, Kingston 10.
