INVITATION TO BID
The Government of Jamaica (GOJ) has secured a loan from the Caribbean Development Bank (CDB) towards the cost of the Enhancement of Basic Schools Project (EBSP) and intends to apply part of the funds to cover eligible payments under the contracts for which this Invitation to Bid is issued.
The Ministry of Education (MOE), which will be the Executing Agency for the Project, now invites sealed bids from eligible bidders for the construction of the following facilities:
1. Nain Basic School and St Elizabeth Resource Centre
2. St Francis Infant Department
3. Torrington Basic School and Westmoreland Resource Centre
4. Highgate Basic School and St. Mary Resource Centre
5. Foga Road Basic School and Clarendon Resource Centre
6. Arthur Wint Basic School and Hanover Resource Centre
Applicants may apply for individual contracts or for combinations of contracts (packages). The qualification requirement for packages will be the sum of the requirements for individual contracts.
Eligibility of Contractors
The procurement of goods and services will be limited to firms, or joint ventures of firms which are legally incorporated or otherwise organised in and have their principal place of business in, an eligible country and are either;
(i) More than 50% beneficially owned by a citizen or citizens and/or bona fide resident or residents of an eligible country or countries, or by a body corporate or bodies corporate meeting these requirements, or
(ii) Owned or controlled by the government of an eligible country provided that it is legally and financially autonomous and operates under the commercial law of an eligible country.
Eligible countries are those which are members of CDB.
Local contractors must also provide proof of registration with the National Contracts Commission at the level of Building Construction Grade 2 or above and include a copy of a valid Tax Compliance Certificate with their bids. International Bidders must provide proof of their application for registration with the National Contracts Commission.
Eligible bidders may obtain further information from and inspect the bidding documents at the first address below between 10am and 4pm Monday to Friday. The documents may be purchased on the submission of a written application to the second address and upon payment of a non-refundable fee of JA$ 8,000 or its equivalent in freely convertible currency for each set, payable by bank draft to the order of The Permanent Secretary, Ministry of Education.
Potential bidders who request that the documents be forwarded to them are required to submit an account number from a courier agent in Jamaica, which will accept freight collect charges. The documents will be dispatched by designated courier pending receipt of the fee. However, payment must be received and acknowledged prior to the date set for closing of tenders. Under no circumstances will MOE be held responsible for late delivery or loss or the documents so dispatched.
Bids shall be valid for a period of sixty (60) days after the closing date for submission of bids and must be accompanied by bid security of Three Hundred Thousand Jamaican Dollars (JA$ 300,000.00) or its equivalent in a freely convertible currency. Bids (including qualification information) must be deposited in the tender box at the second address below by 3:00 pm on December 30, 2008. They will be publicly opened in the fifth floor conference room, Building 1 at the same address at 3:20 pm on the same day. Qualification information only must be submitted to the third address below.
Bids will not be accepted after the tender box is closed. GOJ does not bind itself to accept the lowest or any other bid and will not defray any costs incurred by bidders in preparing their bids.
